The group standard was jointly developed by the Shanghai Bicycle Industry Association and the Tianjin Bicycle Electric Vehicle Association. It is divided into three parts: “Shared Bicycle Part 1: Bicycleâ€, “Shared Bicycle Part II: Electric Bicycle†and “Shared Bicycle Serviceâ€. specification".
Since last year, shared bicycles have suddenly exploded in China. The socialized service to solve the "last mile" travel problem was immediately welcomed by the public. However, while facilitating travel for the citizens, sharing bicycles also has problems such as partial management imbalance, random vehicles, and occupation of public space.
Under the leadership of the Shanghai Bicycle Industry Association and the Tianjin Bicycle Electric Vehicle Industry Association, the first domestic shared bicycle group standard was completed in late March of this year and publicly solicited opinions.
As of the deadline for comments on April 25, the association received 16 written feedbacks, 7 email feedbacks, and 54 online social feedbacks.
Subsequently, more than 80 representatives of all the members of the drafting group of the three group standards participated in the standard validation meeting, and in accordance with the final conclusions, the following changes were made to the three group standards:
1. The definition of shared bicycles was changed to “designed for single-person daily transportation, using Internet leasing methods to achieve urban bicycles shared by the public.†The “Internet leasing method†was added to clearly share the Internet properties of bicycles.
2. According to the “Shanghai Non-motor Vehicle Management Measuresâ€, the shared electric power bicycle service has been added to the age requirement of users over 16 years old.
3. Subtracted “the scrapped vehicles are not allowed to be assembled and repaired before being put into the marketâ€. Corporate judgment on the rights and responsibilities for the disposal and reuse of scrapped parts.
4. The international and foreign standard manuscripts cited were checked again and the standards were corrected.
5. The narrative and arrangement of some texts were edited in accordance with the format specified by the standard.
The Shanghai Bicycle Industry Association gave an interpretation of the hot issues concerning social concerns in the group standards. Among them, the draft of the shared bicycle group standard requires that the age of 70 years and older need to open a health certificate, the actual operation is very difficult. Whoever comes to the certificate, the doctor is willing to open is a problem. Therefore, the officially released group standard has removed the restriction on the age of 70 years and older.
In addition, the Shanghai Bicycle Association also stated that in order to use safety, it is necessary to impose a mandatory three-year retirement rule on the life of the shared bicycle. Parts such as brackets, slabs, and locks must be equipped for sharing bicycles. At the same time, specific technical requirements are also required for these parts, especially for the locks that have Internet function requirements.
The Shanghai Bicycle Industry Association revealed that the three group standards will be implemented on October 1, 2017. (Finish)
