On May 24th, 2017, the “High-end CNC Machine Tool and Basic Manufacturing Equipment†Science and Technology Major Project (referred to as “CNC Machine Tool Special Projectâ€) held the second expert advisory committee meeting in 2017 to review the special “13th Five-Year Plan†implementation plan ( Revised edition) and 2018 annual project notification guide. The meeting was chaired by Lu Yanwei, director of the expert advisory committee. The members of the expert advisory committee, the special promotion group and the special office staff, the overall group technical master and some field experts attended the meeting.
The special office and the overall group respectively reported on the special key work in the near future and the revision of the 13th Five-Year Plan and the 2018 Guidelines. After full discussion, the Advisory Committee agreed in principle to adopt the “13th Five-Year Plan†(revised edition) and the special 2018 guideline review.

High-grade CNC machine tools are the cornerstone for industrial modernization. The development of high-end CNC machine tools is not only deepening the supply side structural reform and acceleration in the industrial and information fields. Promote the objective needs of manufacturing a strong country; it is also an urgent requirement to implement a deep development strategy for military-civilian integration and ensure national security.

First, to enhance the ability to innovate, the common technology research and innovation platform construction is steadily advanced. The performance of heavy-duty forging equipment and some machine tools is close to the international advanced level.
Second, the entire industrial chain layout, CNC systems and other core components have made significant breakthroughs. The gap between functions and performance of domestic CNC systems has been greatly reduced. Key functional components such as ball screws, guide rails and power tool holders are close to the international advanced level in key indicators such as accuracy and reliability.
The third is to adhere to the demand orientation and continuously improve the equipment support capability in key areas. The “with or without problems†required for key manufacturing equipment for typical products in the aerospace industry is gradually being solved; the global market share of automatic stamping lines for large-scale automotive parts exceeds 30%, and 9 production lines have been successfully exported.
Miao Wei stressed that we must conscientiously study and understand the important guiding spirit of General Secretary Xi Jinping on revitalizing the manufacturing industry, comprehensively implement the strategic deployment of the Party Central Committee and the State Council, firmly establish a new development concept, adhere to the supply-side structural reform as the main line, and implement the "China" Manufacture 2025", focus on filling shortcomings, improve the quality of development, promote the strategic transformation of manufacturing industry, and accelerate the pace of building a strong country. Focus on four aspects of work:
First, we must put the innovation drive in a more prominent position and firmly grasp the high-end link of the industrial chain.
Second, it is necessary to steadily carry out demonstration and application of special results of CNC machine tools and promote the in-depth development of military-civilian integration.
The third is to give full play to the role of social intermediary organizations as a bridge and link. The fourth is to scientifically manage and organize the implementation of special CNC machine tools.
This time, the "high-end CNC machine tools and basic manufacturing equipment" technology major projects successfully passed the "13th Five-Year Plan" implementation plan (revised edition) and the special 2018 guide review, China's manufacturing from big to strong just around the corner.
