"Pesticide Management Regulations" for comments

On July 20, the Legal Affairs Office of the State Council announced the full text of the Regulations on the Administration of Pesticides (Draft for Soliciting Opinions) (hereinafter referred to as the “Draft for Soliciting Opinions”) and publicly solicited opinions from all sectors of society. The “Draft for Soliciting Opinions” partially amended the current “Regulations on the Administration of Pesticides” and more clearly defined the responsibilities of pesticide production companies, operators, users, and supervisory and administrative departments.

The main contents of the revised “Draft for Soliciting Opinions” were: cancelled the temporary registration of pesticides, further standardized the registration procedures for pesticides, detailed the information that should be submitted for registration of pesticide applications, and required pesticide production enterprises to establish inspection records of raw material purchases and inspection records of pesticide sales The system ensures the consistency between the products produced and the registered products, and stipulates the conditions for commissioning and processing the pesticides and the corresponding filing procedures; defines the conditions for the pesticide business and requires the operators to perfect the purchase inspection and purchasing and sales platform. Account system, correctly explain the use of pesticides and precautions to the purchaser, and must not process or dispense pesticides; it specifies the duties and obligations of the pesticide regulatory authorities, production companies, operators, and users.
