The Ministry of Environmental Protection recently reviewed and approved in principle the 12th Five-Year Plan for the Prevention and Control of Chemical Environmental Risks. According to the planning arrangement, by 2015, China will basically establish a system for the prevention and control of environmental risks of chemicals, significantly increase the ability of environmental risk management of chemicals, and significantly increase the prevention and control of key industries, key prevention and control companies, and the prevention and control of chemicals and environmental risks. The plan proposes the guiding ideology and main objectives for the prevention and control of chemical environmental risks during the “12th Five-Year Plan” period. It emphasizes that we must take the scientific concept of development as guidance to strengthen the prevention and control of environmental risks in the entire chemical process and consolidate the chemical environmental management. Focusing on risk prevention and control capabilities, we will focus on prevention and control of chemicals, control the discharge of characteristic pollutants, raise the level of early-warning and emergency response, strictly implement responsibilities, and effectively curb environmental pollution from chemicals and the high incidence of environmental emergencies.

It is understood that with the rapid economic development of our country, the production and use of chemicals continues to increase, and the environmental risks of chemical production, processing, storage, transportation, use, recycling, and waste disposal are increasing. Strengthening the environmental management of chemicals and preventing and controlling environmental risks have become an important part of the “Twelfth Five-Year Plan” environmental protection work, and have become an urgent need to explore new roads for environmental protection in the new era, and to resolve environmental issues that affect scientific development and damage the health of the people. Therefore, the Ministry of Environmental Protection requires the establishment of a full-process prevention and control system for testing, evaluation, registration, discharge, supervision, disposal, emergency response, and accountability, and vigorously promotes chemical environmental management and risk prevention in key prevention and control industries, enterprises, and provinces. To increase the level of prevention of environmental risks in chemical parks; strengthen the system construction of the main and weak links in the prevention and control of environmental risks of chemicals; and strengthen the support systems for investigation, testing, evaluation, management, scientific research, and training; and vigorously strengthen planning and access , Standards, approvals, supervision, preplanning, and emergency measures shall guide and promote the prevention of chemical environmental risks, implement various management regulations and requirements, and prevent and reduce the occurrence of chemical environmental emergencies.
