Carry out the scientific development concept and promote the development of occupational safety and health

From November 28 to 29, 2007, the third executive council of the fourth council of the Chinese Occupational Safety and Health Association and the 2007 academic annual meeting was held in Hangzhou. Director of the State Administration of Work Safety, Party Committee Member of the Central Commission for Discipline Inspection, Zhao Qingqing, Director of the Discipline Inspection Department of the Central Commission for Discipline Inspection, Member of the National Committee of the Chinese People's Political Consultative Conference, Secretary of the Secretariat of the China Association for Science and Technology, and Vice Chairman of the Association Feng Changgen, Deputy Director of the State Council Counsel and Association Vice Chairman of the Chinese People's Political Consultative Conference and Chairman of the Provincial Trade Union Zhang Weiwen delivered speeches. Zhang Baoming, member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference and the chairman of the association, made a work report on behalf of the fourth council of the association. Ji Mingbo, deputy director of the CPPCC National Committee and the Association, presided over the meeting.

Comrade Zhao Anqing said in his speech on behalf of the State Administration of Work Safety that: Over the past 20 years since the establishment of the China Occupational Safety and Health Association, especially in recent years, we have given full play to the unique advantages of social groups in subject development, academic exchange, science and technology consulting, and continuing education. A lot of work has been carried out in many aspects such as science and technology awards, job title assessment, safety community building, safety evaluation, results promotion, and international contacts. It is a scientific and technical staff and assistant for the government. In particular, the establishment of the first-level discipline of safety science and technology, the establishment of a safety engineer system, the establishment of an occupational safety and health management system, the establishment of a safe community, and the popularization of a safety culture were the first to be proposed and realized by the Association, which has had an important impact on the development of China's safety production. With the continuous deepening of the market economy, China Occupational Safety and Health Association will play a greater role in the development of China's safety production.

In his speech on behalf of the China Association for Science and Technology, Comrade Feng Changgen fully affirmed the role played by the China Occupational Safety and Health Association in discipline construction, scientific and technological exchanges, and serving scientific and technological workers. He hoped that the association could grasp the opportune time of development and achieve greater development.

Director Zhang Baoming gave a work report titled "Performing the Scientific Outlook on Development and Promoting the Development of Occupational Safety and Health Care." He said: "The main task of our meeting is to study and implement the spirit of the 17th CPC National Congress, fully implement the scientific concept of development, conscientiously sum up the work of the four major associations, exchange experiences and experience, and study next year's and five major work ideas and proposals. Adapt to the requirements of the new situation and tasks, and promote the development of occupational safety and health in China. Please ask the standing directors and the comrades present to give their opinions.”

In his report, Director Zhang Baoming first reviewed the work he has done for enterprises during the past five years in carrying out investigations and studies, completing various tasks entrusted by the government, developing safe communities, actively conducting domestic and international scientific and technological exchanges and cooperation, and organizing safe production training. The main work of the Association’s own construction, and then talked about improving the decision-making ability of the Council, doing a good job of three services, carrying out the establishment of safe communities and strengthening the self-building of the Association, etc. Finally, implementing the scientific development concept to promote the development of the Association is the top five. The work made recommendations.

Deputy Directors of the Association Zhou Guotai, Zheng Xiwen, and Yi Lie, as well as executive directors and government agencies, factories and mines, scientific research units, universities and colleges, experts and scholars of safety production and occupational health, academicians of the Chinese Academy of Engineering, and State Council from all parts of the country and associations. About 200 people participated in the meeting, including the director-general of the Hong Kong Occupational Safety and Safety Bureau, the experts of the Taipei Industrial Safety and Health Association, and the deputy director of the Macao Labor Affairs Bureau.
