Carbonic beverage (soda) production license review rules
First, the scope of the product
A carbonated beverage (soda) product that implements a food production license management refers to a beverage that is filled with carbon dioxide gas under certain conditions, including carbonated beverages.
Specific varieties such as inflatable sports drinks do not include beverages that produce carbon dioxide gas by the fermentation process itself. Carbonated drink (soda)
The content of carbon dioxide gas (volume multiple at 20 ° C) should comply with relevant regulations.
Second, the basic production process and key control links
(1) Basic production process.
Water treatment → water + auxiliary bottle and cover cleaning and disinfection
↓ ↓
Base → blending → refrigeration, carbonation → filling and capping → (warm pot / bottle) → light inspection → finished product
(2) Key control links.
Quality control of raw and auxiliary materials and packaging materials; production management, especially sanitary management control of ingredients and filling workshops; management control of water treatment processes;
Cleaning and disinfection of pipeline equipment; metering of ingredients, especially the use of additives; cleaning and disinfection of bottles and lids; control of refrigeration and inflation processes; and hygiene management of operators.
(3) Quality and safety issues that are prone to occur.
The management and control of equipment, environment, raw and auxiliary materials, packaging materials, water treatment processes, personnel, etc. are not in place, which is likely to cause chemical and biological pollution.
However, the hygienic indicators of the products are not qualified; the refrigeration and inflating process control, the sealing property of the packaging materials and the like are likely to cause the carbon dioxide gas capacity to fail to meet the standard.
Loss of antibacterial effect; problems such as technical management and ingredient measurement management cause over-range and over-use of food additives.
Third, the necessary production resources
(1) Production sites.
1. For enterprises producing carbonated beverages, they should have original and auxiliary materials and packaging materials warehouse, finished product warehouse, water treatment workshop, batching workshop, cooling and inflation,
Automatic filling and capping workshop, packaging workshop and other production sites. Cleaning and disinfection facilities for hand installation at the entrance of each production workshop in the batching workshop and automatic filling and capping workshop
(Non-manual switches should be used) and footwear and disinfection facilities that meet the requirements.
2. The production workshop should be divided into: non-food production processing area (office, power distribution, power equipment, etc.) and general operation area according to its cleanliness requirements.
(Quality laboratory, raw material processing, warehouse, outer packaging, etc.), quasi-cleaning operation area (sterilization workshop, batching workshop, pre-packaging cleaning and disinfection workshop, etc.),
Clean the work area (filling workshop, etc.). Effective isolation should be given between the districts to prevent cross-contamination.
3. The quasi-cleaning area and the cleaning working area should be relatively closed. The cleaning operation area must be equipped with coarse and medium-efficiency air purification equipment to ensure the air circulation times 10 times/hour or more.
Personnel and logistics purification facilities should be available at the entrance.
(2) Mandatory production equipment.
1. Water treatment equipment; 2. Batching equipment; 3. Filter; 4. Mixing machine; 5. Bottle and lid cleaning and disinfection facilities; 6. Automatic filling and capping equipment; 7. Production date and batch number marking facilities;
8. Production equipment cleaning and disinfection facilities.
Fourth, product related standards
GB/T10792-1995 "carbonated drinks (soda)"; GB2759.2-2003 "Hygienic Standards for Carbonated Beverages"; GB15266-2000 "Sports Beverages"; effective corporate standards for filing.
V. Relevant requirements for raw and auxiliary materials
The carbon dioxide used should be food grade and meet the requirements of its product standards; the disinfectant used should comply with the corresponding national regulations, with the approval number or food grade certificate of the regulatory authority; other raw and auxiliary materials should comply with relevant regulations; License-managed products must purchase qualified products from certified companies.
Sixth, the necessary factory inspection equipment
(1) a sterile room or a clean bench;
(2) Sterilization pot;
(3) a microbial incubator;
(4) Biological microscope;
(5) a carbon dioxide measuring device;
(6) Measuring containers;
(7) Refractometer;
(8) Acid-base titration device;
(9) Analytical balance (0.1 mg).
Seven, inspection project
The certification inspection, supervision inspection and factory inspection are carried out according to the corresponding inspection items listed in the list. The factory inspection item is marked with "*",
The company shall conduct two inspections per year. The inspection item with ★ is a cola-type carbonated beverage.

Sports beverage product labels should also comply with the provisions of GB13432, indicating the content of soluble solids and various nutrients, juice sports drinks should be marked with fruit juice content, vegetable protein and milk-containing sports drinks should be marked with protein content.
Eight, sampling method
Samples are randomly selected from qualified products of the same specification and the same batch in the finished product warehouse of the enterprise. If the company produces both carbonated beverages (soda) and inflatable sports drinks, each product should be sampled. The sampling base shall not be less than 200 bottles, the number of samples shall be 18 bottles, the sample shall be divided into 2 parts, 1 test and 1 case for future reference. After the sampler and the person accompanying the sampled company confirmed that it was correct, both parties signed and sealed the sample list and sealed the sample on the spot. The seal shall be signed by the sampler, stamped by the sampling unit and date of sampling.
Nine, other requirements
The Catalogue of the Elimination of Outdated Production Capacity, Processes and Products (Third Batch) issued by the former State Economic and Trade Commission (No. 32 of the State Economic and Trade Commission) stipulates that the production of carbonated beverages with a production capacity of less than 100 bottles per minute will be eliminated by the end of 2002. production line.
