According to the data, in 2011, China's “abandon wind curtailment” reached 10 billion kWh, and in 2012 it reached more than 20 billion kWh. The reporter learned from the interview that there are many reasons for curtailing wind curtailment. One of them is the mismatch between wind power planning and power grid planning. However, the “Twelfth Five-Year Plan” for the development of wind power has already been released, but the “12th Five-Year Plan” for the development of power grids has been difficult to produce.

"Abandon wind curtailment" affects developer benefits

Jiuquan, Gansu Province is a 10-million kilowatt-class wind power base approved by the State to start construction. The local electricity consumption is very low, and it is far away from the load center. The power supply is almost completely delivered.

In 2012, Jiuquan Wind Power Base had only 1645 hours of wind utilization, which was the lowest in history. According to Wang Ningqi, director of the Wind Power Technology Center of Gansu Provincial Electric Power Company, this situation is due to the wind turbine unit reform caused by small wind years, large-scale network loss accidents, the impact of upstream wind turbines on downstream wind turbines in Jiuquan wind turbine units, and power cuts and other reasons. Ma Yugang's feelings about the eastern part of Inner Mongolia are that there was a small amount of electricity restriction in 2009 and a large area of ​​electricity restriction occurred in 2010, which was even more serious in 2011. Since 2012, due to the partial improvement of the power grid, the power-reduction quotas in Tongliao, Inner Mongolia, have dropped significantly. "In this process, according to our own statistics, in the most serious year, the average power limit has reached about 40%. This is no longer affordable for power generation companies. "Abandon wind curtailment" brings some problems to the follow-up development of the company. Ma Yugang said that there have been such losses in stock assets, and projects under construction are naturally facing great challenges. "Our financing channels are still very good, but whatever the channel is, we can't do a good job in construction projects without solving the problem of stock assets. This is also a common problem for everyone."

The reporter learned from the interview that the “wind curtailment and power curtailment” has not only greatly reduced the investment income of wind power developers, but has also affected the investment of investors in the field of wind power.

The report issued by the China Resources Comprehensive Utilization Association’s Renewable Energy Professional Committee in September called for wind power if the current power operation management, dispatching mechanism, and price system are still based on conventional power, but no substantive adjustments are made to the characteristics of new energy sources. Wind power planning and power grid planning out of line

According to the plan, by 2015, China will achieve more than 100 million kilowatts of installed wind power grids. How to solve the problem of integrating wind power into the grid will be a big problem for the future development of wind power. Wang Zhongying, director of the National Renewable Energy Center, believes that the regions with abundant wind power resources in China are far away from the load center, together with the new wind power installed capacity is too fast, wind power grid connection technology needs to be improved, etc., are all factors restricting the integration of wind power in China.

The power grid is an indispensable link in the development of wind power. From the perspective of countries in the world, many problems faced by new energy sources such as wind power during the early stages of development are exposed through the power grid. According to Zhang Zhengling's analysis, China's wind power grid connection and consumption problems are prominent. They are related to two characteristics of wind power: First, wind resources are too concentrated in the “Three Norths”; second, wind power is used as an anti-peaking power source, and other power sources are required to adjust. . At the same time, Zhang Zhengling mentioned that China's "Twelfth Five-Year Plan" wind power development plan has long been promulgated, but the "Twelfth Five-Year Plan" power grid development plan has not yet been introduced. “The planning of wind power should be connected with the planning of the market, and the planning of wind power development should be connected with the planning of the power grid. Hou Youhua, deputy director of the dispatching center of Inner Mongolia Electric Power (Group) Co., Ltd., also stated: “A lot of wind curtailment and power curtailment is not entirely due to the adjustment of the power grid. Many times it is actually a mismatch between power grid construction and power supply construction. We can only discard the wind. However, according to Wang Zhongying, because the original power system and power grid planning was designed around the core of the coal power plant, for the development of renewable energy, the delay in the 12th Five-Year Plan has not necessarily been a bad thing. “In the future, what direction China’s electric power system will develop is whether it will continue to build a transmission network based on coal-fired power stations or whether it will use new and renewable energy sources to construct transmission networks.
